D. whereas the EU has the potential to develop renewable resources, and since the publication of the Commission’s last Energy Security Strategy in 2014, the production of home-grown renewable energy has grown substantially – wind power by 98 %, solar photovoltaic by 314 %, solar thermal by 22 % and ocean energy by 244 %; whereas, over the same period, the EU’s domestic fossil fuel production has declined, with coal production falling by 53 %, oil by 31 % and gas by 73 %;

D. whereas the EU has the potential to develop clean and low-carbon resources; whereas since the publication of the Commission’s last Energy Security Strategy in 2014, the production of home-grown renewable energy has grown – wind power by 98 %, solar photovoltaic by 314 %, solar thermal by 22 % and ocean energy by 244 %; whereas, in any event, gas will remain an important part of the EU’s energy mix; whereas, during the last legislative term, the EU, through policies adopted under the Green Deal, set disproportionate energy targets, forcing accelerated transitions that the industrial sector is neither prepared for nor able to sustain without harming European competitiveness;

Expresses concern about the overly excessive focus of EU policies on electrification and renewables; states the need to promote a diversified energy mix, including clean and low-carbon energies, in order to ensure security of energy supply and competitiveness; strongly stresses the need for actions aimed at reducing volatility and lowering high energy prices, which are having a heavy impact on businesses and consumers; warns, in any event, against any Commission initiatives that could circumvent Treaty provisions assigning competence over the energy mix to Member States;

Stresses that decarbonisation should take into account the specificities of Member States and their regions, including Europe’s outermost territories and Just Transition Fund regions and their level of access to different types of clean energy sources, the needs of their industries and the vulnerability of their citizens in order to ensure a just transition that maintains energy security by creating synergies between climate ambitions, geographical and natural conditions, and social and economic realities;

Emphasises the importance of taking into account the different specificities of Member States and their regions, including Europe’s outermost territories, when adopting energy policies focused on renewables, particularly in areas with less favourable conditions for solar and wind power; underlines that for certain regions, a pragmatic and regionally sensitive approach is essential for prioritising security of supply and affordability of energy prices; recalls, in this context, the role of modern coal- and lignite-fired power plants, among other technologies, in ensuring energy security and avoiding premature, industry-disrupting measures, as well as securing a phased and realistic shift, enabling all regions to actively participate in and benefit from the development of a modern energy system; stresses the importance of finding a balance between the development of renewable energy sources and the preservation of the primary sector, in order to avoid the adverse effects of the deployment of certain renewable technologies;

Stresses the role of hydropower as a strategic, clean, cost-effective, reliable and dispatchable energy source; emphasises, therefore, the need for the Member States concerned to secure long-term investments for the development and modernisation of hydropower capacities, while respecting their geographical specificities and competences; urges the Commission to review the relevant regulatory framework, notably Directive 2014/23/EU, in order to take full account of the strategic aspect of hydropower and to unlock long-term investments;

Asks the IEA to conduct an analysis to assess the possibilities for using EU natural gas resources; notes that domestic EU natural gas production dropped by more than a third between 2020 and 2023 and that this decline is expected to continue with no significant near-term increase in the production of green gases, including biogas and biomethane, in the EU; notes that Draghi’s report highlights that while progressively decarbonising and moving to hydrogen and green gases in line with RED III and REPowerEU as a transitional measure, domestic natural gas production – where deemed justified by individual Member States – could also play a role in contributing to security of supply and avoiding exposure to negative geopolitical developments;

Takes note of the large-scale blackout that affected the Iberian Peninsula on 28 April 2025, leaving over 50 million people without electricity for several hours and causing severe disruptions to transport, telecommunications and essential services; underlines that, at the time of the incident, renewable energy accounted for approximately 70 % of Spain’s electricity mix, and that only a few days earlier, on 16 April, the Spanish grid had operated entirely on renewable energy; highlights that the blackout was caused by multiple factors, including the excessively high share of variable renewables, which contribute less to grid inertia compared to conventional power plants, making it more difficult to manage sudden frequency changes; consequently, strongly affirms the need to adopt a technologically neutral approach in the planning, development and strengthening of electricity networks, in order to enable the safe integration of all technologies that support grid stability, especially in the context of growing energy demand; calls on the Member States to strengthen risk assessments related to systemic electricity shocks and to promote resilient, secure and technologically diversified grid models;
