Regrets that the full potential of the right to petition at EU level is still undermined by severe shortcomings and deficiencies related to the Commission’s strategic approach to enforcing EU law, which is flawed by factors such as the persistent absence of legal clarity on the criteria used by the Commission when deciding to take formal action under infringement and EU pilot procedures, the very long delays in ending violations of EU law, and the lack of transparency on the Commission’s handling of EU pilot and infringement procedures, with neither members of the public nor MEPs – the elected representatives of the EU’s citizens – having access to documents or detailed information on the exchanges between the Commission and the Member States; |
