  1. Mobilisation of the European Globalisation Adjustment Fund for Displaced Workers: application EGF/2026/003 FI/Valmet Automotive – Finland

Parliament considered a proposal to release money from the European Globalisation Adjustment Fund for Displaced Workers, following an application from Finland after job losses at Valmet Automotive and five subcontractors and suppliers. Parliament agreed with the Commission that the conditions in the fund's rules are met and that Finland is entitled to a financial contribution of EUR 410 310, which is 60% of the total cost of EUR 683 850. The money covers personalised services such as job-seeking training, job and career coaching, vocational training, occupational safety and competence cards, language training, start-up grants, and incentives and allowances, plus preparatory, management, information and publicity, control and reporting activities. 2. Mobilisation of the European Globalisation Adjustment Fund for Displaced Workers: application EGF/2026/001 BE/Cora – Belgium

Parliament considered a proposal to mobilise the European Globalisation Adjustment Fund for Displaced Workers (EGF) for Belgium, following displacements at Cora SA and one supplier, to fund measures such as outplacement, training, skills certification and support for business creation. Parliament agreed with the Commission that the conditions of the EGF Regulation are met and that Belgium is entitled to a financial contribution of EUR 3 821 460, which is 85 % of the total cost of EUR 4 495 836. The contribution is to support the reintegration into the labour market of 1 010 targeted beneficiaries, and the Commission is to transfer the amount from the EGF reserve to the EGF budget line. Parliament stressed the importance of shortening the time between an application and the financing decision, and the Committee on Employment and Social Affairs called for the measures to focus on active labour market policy and personalised services.

  1. Objection under Rule 114(3) · delegated act

Trajectory to decrease the contribution of high indirect land-use change-risk biofuels, bioliquids and biomass fuels to renewable energy targets

The European Parliament voted to block a Commission delegated regulation that would have added soybean to the list of high indirect land-use change-risk feedstocks, phasing out soy-based biodiesel from EU renewable energy targets by 2030. The objection passed, meaning the Commission measure is blocked and cannot enter into force. Parliament does not object to the palm oil phase-down or to fixing the certification procedure, and asks the Commission to revise the act accordingly.

Union framework for the national calculation of life-cycle global warming potential

The European Parliament voted to reject an objection to a Commission delegated regulation that sets a Union-wide method for calculating the life-cycle global warming potential of buildings. The objection failed, so the Commission measure goes ahead as planned. The Parliament calls on the Commission to submit a new, more limited delegated regulation by the third quarter of 2026.
