Suspending the application of the rules on extended producer responsibility for batteries and waste batteries and packaging and packaging waste (Omnibus VIII on environmental legislation)
Committee report by Ingeborg Ter Laak · Parliament’s first vote on a proposed EU law. It sets Parliament’s position for negotiations with the Council. · voted 13:17–13:19
Parliament’s position on proposed laws. It usually needs to agree with the Council before a law is final.
The proposal concerns a regulation to temporarily suspend rules on appointing an authorised representative for extended producer responsibility for batteries and waste batteries and for packaging and packaging waste. Parliament adopted its position on the law at first reading, setting out amendments to the Commission proposal. The amendments limit the suspension to micro and small enterprises active across borders, keep it strictly temporary until the future Circular Economy Act applies, and maintain the current framework for producers established in third countries. Parliament calls on the Commission to refer the matter to it again if the proposal is replaced or substantially amended, and instructs its President to forward its position to the Council, the Commission and the national parliaments.

One day of voting in plenary. Each subject is a report, resolution, agreement or objection; they are grouped by kind of decision, and each group says what “adopted” means there.
The ballots
Members vote on amendments and on parts of the text first, then on the text as a whole. That final, decisive vote is the result shown at the top of each subject.
Who voted how
Only roll-call votes record each Member’s vote — open one for every name and the breakdown by group. A show of hands records the outcome only.
Document & procedure
Each subject rests on a document (a committee report, a motion, a Council or Commission text) and belongs to a procedure, the whole file that can span years.
