The text is a resolution about attempts by Georgia's ruling Georgian Dream party to ban several major opposition parties through a case before the Constitutional Court. Parliament adopted the text as its official position, stating that peaceful protest, election boycotts or criticism of the government do not in themselves justify banning a political party. Parliament reaffirms that banning a party must be an exceptional last resort, based on compelling evidence and strict requirements of legality, necessity and proportionality, and that only an independent impartial judiciary should hold that power. It calls on all political parties and external actors to refrain from interfering in the procedure before the Constitutional Court, and instructs its President to forward the resolution to the Council, the Commission and others.
Before the final vote, MEPs decided on 2 parts of the text voted on separately (2 rejected). 6 alternative motions lapsed once the text was adopted.
