Human trafficking and grave human rights violations linked to the recruitment of non-Russian nationals, in particular from Africa, for Russia’s war of aggression in Ukraine
Motion for a resolution · voted 12:03–12:04
Non-binding texts in which Parliament states its position on a topic. They carry political weight but do not create law.
Parliament adopted a resolution condemning Russia's campaign of human trafficking of foreign nationals, particularly Africans, into its armed forces for its war in Ukraine. It demands Russia immediately end military activities in Ukraine, withdraw all forces from its internationally recognised territory, and compensate Ukraine for damage caused. The text urges affected governments to warn citizens and investigate recruitment agencies, and calls on social media platforms to counter deceptive recruitment campaigns. It also compels the EU and member states to engage bilaterally and with the African Union, and asks the Commission to consider EU-wide sanctions on involved agencies.

One day of voting in plenary. Each subject is a report, resolution, agreement or objection; they are grouped by kind of decision, and each group says what “adopted” means there.
The ballots
Members vote on amendments and on parts of the text first, then on the text as a whole. That final, decisive vote is the result shown at the top of each subject.
Who voted how
Only roll-call votes record each Member’s vote — open one for every name and the breakdown by group. A show of hands records the outcome only.
Document & procedure
Each subject rests on a document (a committee report, a motion, a Council or Commission text) and belongs to a procedure, the whole file that can span years.
