5Objections to Commission measures·decision 5 of 15 on Tuesday, 25 November 2025
Objection under Rule 115(2) and (3) · implementing measure
Genetically modified cotton MON 88913
Motion for a resolution · voted at 12:59
Parliament can object to technical rules the Commission adopts on its own. Against a delegated act an adopted objection is a veto; against most implementing measures (such as GMO authorisations) it is a call on the Commission to withdraw the measure, which is not legally binding.
The European Parliament objected to the Commission's draft decision renewing the authorisation of genetically modified cotton MON 88913 for products containing, consisting of, or produced from it. The objection was adopted, blocking the Commission measure, so the renewal authorisation does not go ahead. Parliament calls on the Commission to withdraw the draft decision and not to renew the authorisation, citing concerns about herbicide use, biodiversity, and insufficient long-term safety evidence. It also asks the Commission to propose reforming the decision-making procedure for genetically modified organisms.
One day of voting in plenary. Each subject is a report, resolution, agreement or objection; they are grouped by kind of decision, and each group says what “adopted” means there.
The ballots
Members vote on amendments and on parts of the text first, then on the text as a whole. That final, decisive vote is the result shown at the top of each subject.
Who voted how
Only roll-call votes record each Member’s vote — open one for every name and the breakdown by group. A show of hands records the outcome only.
Document & procedure
Each subject rests on a document (a committee report, a motion, a Council or Commission text) and belongs to a procedure, the whole file that can span years.
