Framework for achieving climate neutrality
Committee report by Ondřej Knotek · Parliament’s first vote on a proposed EU law. It sets Parliament’s position for negotiations with the Council. · voted 10:56–11:06
Parliament’s position on proposed laws. It usually needs to agree with the Council before a law is final.
Parliament adopted its position on a proposed law amending the EU climate law to set a 2040 climate target and strengthen the path to climate neutrality by 2050. The adopted text sets an EU-wide domestic target of at least 90% emission reduction by 2040 relative to 1990 levels, with a limited role for permanent removals. It also calls for support for farmers and rural communities, including funding and measures to address fuel and energy costs. Parliament asks the Commission to refer the matter back if it substantially amends its proposal.
How the vote unfolded · 52 ballots
A proposal to reject the whole text was defeated first. Before the final vote, MEPs decided on 33 amendments (11 adopted, 22 rejected) and 15 parts of the text voted on separately (12 adopted, 3 rejected). Procedural motion adopted: Referral back to committee.

One day of voting in plenary. Each subject is a report, resolution, agreement or objection; they are grouped by kind of decision, and each group says what “adopted” means there.
The ballots
Members vote on amendments and on parts of the text first, then on the text as a whole. That final, decisive vote is the result shown at the top of each subject.
Who voted how
Only roll-call votes record each Member’s vote — open one for every name and the breakdown by group. A show of hands records the outcome only.
Document & procedure
Each subject rests on a document (a committee report, a motion, a Council or Commission text) and belongs to a procedure, the whole file that can span years.
