Non-legislative procedure

Conclusion, on behalf of the European Union, of the Protocol amending the Council of Europe Convention on the Prevention of Terrorism

A decision the Council takes on its own. Depending on the Treaty article, Parliament either gives its consent — accepting or rejecting the text without amending it — or is consulted and gives an opinion.

Where it stands: In committee: LIBE (Civil Liberties, Justice and Home Affairs) is preparing the report (draft published 16 October 2026).

How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The Council takes the final decision, and the act is published in the Official Journal.
