Non-legislative procedure

Conclusion, on behalf of the Union, of the Agreement in respect of Gibraltar between the European Union and the European Atomic Energy Community, of the one part, and the United Kingdom of Great Britain and Northern Ireland, of the other part

A decision the Council takes on its own. Depending on the Treaty article, Parliament either gives its consent — accepting or rejecting the text without amending it — or is consulted and gives an opinion.

Where it stands: In committee: INTA (International Trade) is preparing the report (draft published 17 July 2026).

How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The Council takes the final decision, and the act is published in the Official Journal.
