How a file moves through Parliament
A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version
Latest Tabled for plenary → Adopted by Parliament: Updates the report to reflect the formal opening of accession negotiations on cluster 1 in June 2026 and the second EU-Moldova Summit. The other changes are formal: decimal separators and acronym corrections. see the changes →
Committee draft → Tabled for plenary: The report now states that Moldova is ready to open negotiations on all six clusters, not just three, and adds details on the cost of Russian interference. Adds many new paragraphs on justice, corruption, elections, diaspora, and other topics, expanding the report's coverage. Expands sections on the Moldova Growth Plan, trade, civil society, and adds new paragraphs on energy, foreign policy, and Transnistria. Updates wording in paragraphs 2 and 39 to reflect progress and rephrase calls. Adds recitals on the Association Agreement and Moldova's CIS withdrawal. see the changes →
