How a file moves through Parliament
A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version
Committee draft → Tabled for plenary: The 2027 budget guidelines now prioritise competitiveness and investment, adding security and defence concerns across multiple sections. Social policy is expanded with new paragraphs on families, housing, health, and employment, including an annexed opinion from the employment committee. External action and enlargement are updated with conditionality, support for specific regions, and new funding priorities. Budgetary management sections add calls for full use of decommitments, new own resources, and stronger anti-fraud and transparency measures. The other changes are substantive rephrasing and additions across all policy areas, with no purely formal or wording-only changes. see the changes →
