How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: The only substantive change is replacing 'comprehensive' with 'targeted' in the description of industrial policy. All other changes are formal: decimal commas are replaced with decimal points, and minor typographical errors are corrected. see the changes →

Committee draft → Tabled for plenary: Updates economic outlook with new growth, deficit, and debt figures, and adds concerns about inflation and investment needs. Expands sections on the economic governance framework, including calls for prudent fiscal policies and concerns about Commission discretion. Adds detailed provisions on CSRs, including calls for fewer, more targeted recommendations and transparency in their development. Adds measures on defence spending, EU-level investment tools, and new own resources, including a Ukraine loan. Other changes are formal or wording: rephrasing and updating references. see the changes →
