How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: The versions differ only in formal points: decimal separators are changed from points to commas in four figures. see the changes →

Committee draft → Tabled for plenary: The new version greatly expands the recitals and adds many new calls for action on prevention, early detection, treatment, rehabilitation, care pathways, workforce, medicines access, research and funding. It adds new sections on alcohol, drugs, nutrition and food environments, tobacco and nicotine products, and digital health, data and artificial intelligence. It broadens the text to cover women's cardiovascular health, diabetes, obesity, kidney, liver, lung, skin and rare diseases, mental health, environmental and occupational risks, and inequalities. It adds new commitments on national plans, an EU mission, a dashboard, a knowledge hub, targets, monitoring and evaluation, and cooperation with candidate countries and global partners. The other changes are formal or wording: the forwarding instruction is updated and one phrase in the explanatory statement is rephrased. see the changes →
