How a file moves through Parliament
A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version
Latest Tabled for plenary → Adopted by Parliament: Adds a call to strengthen capacity against instrumentalisation of migrants. The other changes are formal: decimal commas replaced with decimal points and punctuation corrected. see the changes →
Committee draft → Tabled for plenary: The report broadens the scope from irregular migration to include mobility, forced displacement and development, with new data and recitals on climate, water, food insecurity and internal displacement. Operational paragraphs shift from migration conditionality and border management to cooperation, local ownership, private sector involvement, human rights and support for partner countries' development priorities. Adds calls for increased ODA, accountability, and support for rule of law, democracy and public services, and expands the list of recognised humanitarian actors. The other change is formal: the final forwarding instruction is updated. see the changes →
