How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: The only substantive change is in paragraph 28, which now calls for adopting the Commission's planned communication rather than presenting a new strategy. All other changes are formal: decimal commas are replaced with decimal points in five figures. see the changes →

Committee draft → Tabled for plenary: The report expands significantly, adding statistics and new recitals on needs, funding, and drivers of crises. It strengthens calls for protection of civilians, accountability, and specific responses to crises in Sudan, DRC, Gaza, Ukraine, and Afghanistan. It adds detailed provisions on funding, including a welcome for EUR 25 billion, opposition to merging instruments, and calls for transparency and monitoring. It expands the nexus and localisation paragraphs to include more actors and participation, and adds calls for a humanitarian strategy and climate action. It adds extensive gender-related measures, including on sexual and reproductive health, women's leadership, and anti-gender movements. see the changes →
