  2. ✓ Committee work Report adopted 4 June 2025

How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: Updates the accession timeline, noting the opening of two additional clusters in 2025. Adds new paragraphs on religious freedom, minority rights, and communist-era restitution. Changes the census reference from 2024 to 2023 and adds calls for data publication. Adds concerns about judicial challenges, organised crime, and Russian influence. Adds a note on the upcoming OSCE/ODIHR final report on the May 2025 elections. see the changes →

Committee draft → Tabled for plenary: The report expands significantly, adding new recitals and paragraphs on foreign malign influence, electoral reform, media freedom, and civil society. It strengthens language on political polarisation, judicial independence, and anti-corruption, with new calls for action and references to specific reports. It adds detailed provisions on social policies, minority rights, gender equality, and environmental protection, including specific concerns about infrastructure projects. It updates security and foreign policy sections, welcoming new partnerships and urging deeper cooperation, while cautioning against initiatives that could undermine EU integration. The other changes are formal: paragraph renumbering and minor wording adjustments. see the changes →
