How a file moves through Parliament

A file is referred to one lead committee (others may give an opinion). Its rapporteur writes a draft report, committee members table amendments, and the committee votes to adopt the report. The report is then tabled for all MEPs; political groups can table further amendments, which are voted on before the final vote in plenary. The adopted resolution is Parliament’s final position; it is not itself law.

The text, version by version

Latest Tabled for plenary → Adopted by Parliament: The versions differ only in formal and wording points: a decimal separator is corrected and a missing space is added. see the changes →

Committee draft → Tabled for plenary: The report broadens the scope of competition policy to include sustainability, energy, defence, and innovation, and adds references to the Draghi and Letta reports. It strengthens State aid conditions, including bans for tax haven companies and a European Competitiveness Fund, and adds deadlines for IPCEI notifications. It expands merger control scrutiny to killer acquisitions and digital markets, and adds calls for a new competition tool and structural remedies. It adds numerous sector-specific concerns, including digital concentration, AI, financial sector, food supply chains, and payments, and calls for investigations. It increases Parliament's role in competition policy and updates the explanatory statement. see the changes →
