On discharge in respect of the implementation of the budget of the European Maritime Safety Agency for the financial year 2022

SUGGESTIONS
The Committee on Transport and Tourism calls on the Committee on Budgetary Control, as the committee responsible, to incorporate the following suggestions into its motion for a resolution:
1. Welcomes the finding of the Court of Auditors (the ‘Court’) that the transactions underlying the accounts of the European Maritime Safety Agency (the ‘Agency’) for the 2022 financial year are legal and regular in all material respects;
2. Notes that the Agency executed EUR 86.3 million in commitment appropriations representing 99.80% of the total budget of the year 2022 and EUR 85,15 million in payment appropriations (98.42 % of the total budget); notes that 0.87 % of payment appropriations were cancelled, below the 5 % ceiling set by the Commission;
3. Welcomes the Agency’s continued implementation of its 2020-2024 strategy that will enable to fulfil its maritime surveillance, safety and security tasks while contributing efficiently to the Union’s priorities; acknowledges the Agency’s publication of the first European Maritime Transport Environmental Report, collecting verified information on the shipping’s environmental impacts;
4. Underlines the role of EMSA in the successful transition to renewable fuels in maritime transport;
5. Salutes the Agency’s continued strengthening of its surveillance activities, including satellite and RPAS capacities;
6. Commends the fact that the Agency continues to be a key partner to the Commission and Member states in developing maritime safety standards, in digitalizing and streamlining EU shipping;
7. Welcomes the fact that in 2022 the Agency implemented the corrective actions following Court's 2021 procurement contract observation; following this corrective action the Court has decided to close its observation;
8. Proposes that Parliament grants the Executive Director of the Agency discharge in respect of the implementation of the Agency's budget for the financial year 2022.
