European Parliament legislative resolution of 22 May 2025 on the proposal for a Council regulation establishing the Research and Training Programme of the European Atomic Energy Community for the period 2026-2027 complementing Horizon Europe – the Framework Programme for Research and Innovation and repealing Council Regulation (Euratom) 2021/765 (COM(2025)0060 – C10-0052/2025 – 2025/0035(NLE))

The European Parliament,

– having regard to the Commission proposal to the Council (COM(2025)0060),

– having regard to Article 7 of the Treaty establishing the European Atomic Energy Community, pursuant to which the Council consulted Parliament (C10-0052/2025),

– having regard to Rule 84 of its Rules of Procedure,

– having regard to the report of the Committee on Industry, Research and Energy (A10-0083/2025),

1. Approves the Commission proposal;

2. Calls on the Council to notify Parliament if it intends to depart from the text approved by Parliament;

3. Asks the Council to consult Parliament again if it intends to substantially amend the text approved by Parliament;

4. Instructs its President to forward its position to the Council and the Commission.
