| A. whereas the ambitious goal of transitioning to a carbon-neutral economy by 2050 can give rise to opportunities as well as new challenges for regions which are adversely affected by this transition; | A. whereas the ambitious goal of achieving a carbon-neutral economy by 2050, as part of the EU’s broader commitment to the green transition, has the potential to generate substantial economic, environmental and social benefits, including the creation of new industries, job opportunities, and improved quality of life; whereas, at the same time, this transition may also exacerbate existing disparities and create new vulnerabilities, particularly in regions that are structurally disadvantaged, highly dependent on carbon-intensive industries, or lacking the infrastructure and access to inclusive, equitable education and training opportunities necessary to adapt to this rapid transition; whereas these challenges are further compounded by an ongoing demographic crisis, including population decline and ageing, which risks undermining the EU’s ability to fulfil the objectives enshrined in the Treaties, notably those concerning economic, social and territorial cohesion, solidarity among Member States, and the promotion of upward convergence across all regions; |
