3a. Warns against any response to the violence in Nigeria based solely on counter-terrorism operations, which risks addressing only the symptoms of insecurity while leaving its root causes untouched; stresses that banditry, armed violence and mass displacement are also driven by competition over land, water and grazing routes, climate-related pressures, desertification, droughts and floods, historical ‘indigene-settler’ discrimination, impunity, State failure and the absence of trusted justice mechanisms; calls for a comprehensive civilian protection strategy combining security, accountability, early warning and early response, land and resource mediation, climate adaptation, equal citizenship, reconciliation and support for local peacebuilding initiatives;
