-A. whereas on 29 January 2026, the US administration under President Donald Trump escalated sanctions against Cuba by threatening retaliatory tariffs against countries supplying oil to the island; whereas on 1 May 2026, a new US executive order also introduced sanctions targeting foreign operators maintaining economic relations with Cuba, particularly in the energy, security and financial sectors; whereas on 4 June 2026, the United States announced new round of sanctions, including on President Miguel Díaz-Canel and some of his immediate family, alongside members of the Castro family; whereas the US administration also threatened foreign countries or entities with sanctions, leading to the immediate interruption of credit card payments in Cuba;

Fa. whereas UN human rights experts, in statements issued on 7 February, 7 May and 2 June 2026, called on the United States to end the economic, commercial and financial embargo against Cuba and to cease unilateral coercive and extraterritorial measures, including the designation of Cuba as a state sponsor of terrorism and measures contributing to what they described as ‘energy starvation’; whereas they warned that such measures, as well as threats and other forms of coercion and judicial weaponisation with extraterritorial effects, aggravate the humanitarian crisis, undermine the human rights of the Cuban people and are incompatible with international law;

Reiterates its full support for the UN General Assembly resolutions on the need to end the economic, commercial and financial embargo imposed by the United States against Cuba; strongly supports the recent statements by the UN human rights expert group condemning the US executive order imposing a fuel blockade on Cuba and all unilateral, coercive and extraterritorial measures that aggravate the humanitarian crisis and are incompatible with international law; urges the United States to revise its designation of Cuba as a state sponsor of terrorism and end judicial weaponisation against Cuba, in line with the statement of the UN human rights experts group; reiterates that the EU does not recognise the US extraterritorial sanctions and considers that their effects are contrary to international law;

Calls on the Commission to fully enforce all current EU instruments and protective measures in order to respond swiftly, effectively and proportionately to the extraterritorial application of US sanctions and other coercive measures targeting European operators, financial institutions, investors and public or private entities engaged in lawful activities in Cuba; calls on the Commission to modernise the EU blocking statute1a in order to ensure an effective response in that respect;
