	Fa. whereas the Russian Federation has instrumentalised the Ukrainian Orthodox Church, which is historically affiliated with the Russian Orthodox Church, as a vehicle of hybrid influence aimed at undermining the sovereignty of Ukraine, advancing the ‘Russian World’ (Russkiy Mir) ideological doctrine, and seeking to legitimise its aggression in the context of the 2022 full-scale invasion of Ukraine; whereas credible reports and official investigations indicate that certain members of the clergy have been implicated in the dissemination of disinformation, the expression of support for occupation authorities established by the Russian Federation, and engagement in activities incompatible with Ukraine’s national security, sovereignty and territorial integrity; whereas this approach is consistent with the strategic orientation set out in the National Security Strategy of the Russian Federation, approved by President Vladimir Putin on 31 December 2015 and building on the Military Doctrine of 25 December 2014, which explicitly defends so-called ‘traditional Russian spiritual and moral values’ against perceived Western influence, thereby evidencing the instrumentalisation of cultural, religious and value-based narratives for geopolitical purposes1a; whereas this trajectory was further reinforced in the 2021 National Security Strategy, which elevated the protection of such ‘traditional values’, the consolidation of the ‘Russian World’, and the defence of compatriots abroad to the level of core state priorities, framing them as matters of national security and civilisational sovereignty and thus formalising the integration of cultural, religious and informational instruments into state policy and hybrid influence operations1b; _______________ 1a. https://www.csis.org/analysis/unpacking-russias-new-national-security-strategy. 1b. https://www.ndc.nato.int/fr/russias-updated-national-security-strategy/.

	8a. Acknowledges the substantial political, financial, humanitarian and military assistance provided to Ukraine by non-EU countries and international partners since the beginning of the Russian Federation’s full-scale invasion in 2022; underlines that this broad coalition of support reflects a shared commitment to upholding international law and the principles enshrined in the Charter of the United Nations; highlights, in this regard, the important contribution made by the United States, which has provided over USD 66.9 billion in military assistance; further highlights the important role of the United Kingdom, Canada, Japan, Norway, New Zealand and Australia, which have aligned with international sanctions against the Russian Federation and contributed to military support and the training of personnel, as well as to humanitarian and macro-financial assistance for Ukraine; underlines the important assistance provided by Azerbaijan, which has delivered humanitarian aid and electrical equipment to Ukraine in response to the country’s ongoing power grid crisis, including support despite reported impacts on facilities linked to the State Oil Company of the Azerbaijan Republic; recognises the important assistance provided by Türkiye, including military and humanitarian support and diplomatic efforts; further acknowledges the humanitarian assistance provided by Moldova, which has demonstrated regional solidarity in the face of continued aggression;
