Recalls, in the light of the Paradise Papers, that most oligarchs’ assets are hidden in European tax havens; underlines that independent journalists have estimated that Russian oligarchs’ assets hidden in tax havens represent at least USD 17.5 billion; deplores the fact that this lack of tax transparency prevents the EU from applying sanctions to oligarchs’ assets and thus applying real pressure on them, and in turn, Putin; calls for the EU to request that EU Member States, in particular EU tax havens, publish a registry of assets owned by Russian oligarchs, imposing penalties if they fail to do so; |

Stresses that the unprecedented reconstruction needs resulting from Russia’s war of aggression against Ukraine will require large-scale demolition, debris removal and the rehabilitation of buildings, many of which were constructed using hazardous materials, including asbestos, thereby exposing construction workers, emergency personnel and local communities to significant occupational and environmental health risks; underlines that insufficient monitoring, shortages of trained specialists and limited access to adequate protective equipment may increase the risk of long-term occupational diseases among workers involved in reconstruction activities; |
