| B. whereas on 10 November 2025, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) carried out dozens of raids as part of an investigation into a large-scale corruption scandal in Ukraine’s strategic energy sector, where NABU confirmed it had found evidence of kickbacks and alleged money laundering amounting to USD 100 million, and whereas these revelations expose serious risks to the integrity of Ukraine’s governance and to the oversight of European aid; |

Notes the US administration’s efforts towards ending Russia’s war of aggression against Ukraine, but considers that US policy ambivalence towards Ukraine is detrimental to the objective of achieving sustainable peace; presses, therefore, for the EU and its Member States to show leadership at this crucial geopolitical moment and continue working with the United States and like-minded partners to ensure that negotiations for a just and lasting peace for Ukraine are grounded in the principles of international law, conducted in good faith and strive for a definitive end to Russia’s war of aggression against Ukraine; | 2. Commends the peace initiative launched by the President of the United States, Donald Trump, since he took office; underlines that peace achieved as soon as possible via diplomatic means is in the interest of the peoples of both Ukraine and the EU; repeats that there is no military solution to the conflict that would favour Ukraine; |

Requests clarification from the Commission regarding whether any EU funds, whether disbursed directly to Ukrainian state institutions or indirectly via implementing partners, international organisations or non-governmental organisation (NGO) channels, are implicated in the corruption cases currently under investigation in Ukraine; asks the Commission to put in place strong oversight and rigorous audit procedures for all assistance provided to Ukraine, especially in the light of the recent cases of corruption and misappropriation in the country, which make it all the more necessary to ensure strict and robust control over future disbursements; |
