Emphasises that endemic corruption and poor governance are the main causes of Haiti’s security and humanitarian crisis, fuelling gang violence; notes that since the Duvalier family’s dictatorship, there has been a strong linkage between Haiti’s political and economic elites and gangs; expresses serious concerns about allegations of corruption within Haiti’s transitional governing bodies;

Expresses grave concern regarding the situation of Haitian asylum seekers; calls on regional actors to play a constructive role in promoting stability, mediation and assistance for the Haitian people;	7. Is deeply concerned that Haiti’s criminal-political crisis will fuel further migration; strongly supports, in this regard, the Dominican Republic’s firm policy of returning illegal immigrants in order to protect its public health, education and social systems and its local culture, avoid mass settlement and prevent social tension; calls on regional actors to play a constructive role in promoting stability, mediation and assistance for the Haitian people;
