6. Calls on the Commission to review existing financial and other support, such as the Justice and Accountability Programme, to Rwandan state institutions implicated in arbitrary detention, torture or unfair trials;	6. Takes note of the limited impact of financial and other support aimed at improving the rule of law, democracy and human rights, such as the Justice and Accountability Programme; considers that EU human rights efforts are based on a Eurocentric paradigm and fail to understand the local context and internal dynamics in Rwanda;
