E. whereas the overall number of petitions remains modest in relation to the total population of the EU, revealing that efforts still need to be stepped up to increase citizens’ awareness of their right to petition and the possible usefulness of petitions as a means of drawing the attention of the EU institutions and the Member States to matters that affect and concern citizens directly; whereas in exercising the right to petition, citizens expect the EU institutions to provide added value in finding a solution to their problems;E. whereas the overall number of petitions remains modest in relation to the total population of the EU, revealing that efforts still need to be stepped up to increase citizens’ awareness of their right to petition and the possible usefulness of petitions as a means of drawing the attention of the EU institutions and the Member States to matters that affect and concern citizens directly; whereas the Committee on Petitions, which is very popular among young people at events such as the European Youth Events (EYE) in Strasbourg, is an effective means of promoting this right and of raising awareness of its importance among citizens, particularly among younger people; whereas it is therefore essential to ensure an active and systematic presence of the Committee on Petitions in every edition of the EYE in order to enhance its visibility and accessibility; whereas in exercising the right to petition, citizens expect the EU institutions to provide added value in finding a solution to their problems; whereas this right to petition must also promote fundamental principles such as the good administration of the European institutions, freedom of expression and respect for democratic expression;

Whereas the activities of the Committee on Petitions are based on the input of petitioners whose petitions are not immediately closed, and on the information and opinions they provide; whereas this input, together with the expertise offered by the Commission, the Member States, and other bodies, is essential to the work of the Committee; whereas admissible petitions that are allowed to follow through the procedure frequently contribute valuable insights to the work of other parliamentary committees; whereas, in contrast, petitions that are closed immediately are excluded from this process and from the potential to inform policy; whereas petitions can therefore also play a role in the legislative process by providing concrete feedback on the impact of EU policies and supporting the development of policies that address emerging needs;
