Subject: Strengthening global health resilience in partner countries

The Commission’s Global Health Resilience Initiative (COM(2026)197) comes amid significant cuts in global public health funding, which risk increasing mortality and morbidity and exacerbating inequalities, particularly affecting women and children.

1. How will the Commission support partner countries in strengthening health sovereignty, health systems that are universal, country-led, resilient, equitable, democratically accountable and inclusive, and capacity building, including local manufacturing capacities, while ensuring that commercial interests do not override public health priorities or undermine local capacity?

2. How will the Commission act to counter health disinformation and ensure effective vaccination policies in partner countries?

3. How will the Commission ensure, in line with the EU’s commitment to the UN’s Sustainable Development Goals and policy coherence for development, that its development, trade, investment and intellectual property policies support global health resilience by addressing barriers, attracting private sector investment, and improving the training of health professionals and equitable access to health technologies in partner countries?

4. How will this initiative address gender disparities in health outcomes and healthcare funding, especially in maternal and child health, and support women and girls in partner countries by promoting their right to health and addressing their need for universal access to sexual and reproductive health and gender-based violence services?

5. What implementation plan is envisaged, and will it include a clear roadmap and accountability framework? Can the Commission specify the budgetary envelope planned for this initiative under the next multiannual financial framework?
