Subject: Joint communication on humanitarian aid (JOIN(2026)0025)

Humanitarian needs are rising dramatically. Violations of international humanitarian law, alongside restrictions on humanitarian access, are becoming more frequent and severe.

Growing humanitarian needs receive insufficient political attention, leading to more forgotten crises and severe consequences for those in need. Global humanitarian funding has declined sharply as a result of major donors’ shifting political priorities.

In this context, the EU is called upon to remain a global humanitarian leader. The joint communication on humanitarian aid1 is a welcome step in this regard.

1. How will the Commission strengthen efforts to promote adherence to international humanitarian law and humanitarian principles and to protect humanitarian workers, including through its humanitarian diplomacy?

2. How will the Commission ensure sustained engagement and foster concerted action among humanitarian, development and peace actors in fragile settings?

3. How will the Commission ensure that humanitarian action becomes more efficient, for example by optimising humanitarian supply chains, supporting the UN’s central coordinating role and meaningful engagement by the Commission with local actors, and boosting anticipatory action and preparedness?

4. What concrete safeguards will ensure ring-fenced humanitarian funding under the next multiannual financial framework, with a minimum annual baseline and an adequate reserve?

5. What implementation plan is envisaged for the communication, and will it include a follow-up framework that guarantees a strong scrutiny role for Parliament? What is the status of the accompanying staff working documents?
