DRAFT EUROPEAN PARLIAMENT LEGISLATIVE RESOLUTION
on the Council position at first reading with a view to the adoption of a regulation of the European Parliament and of the Council repealing Regulation (EU) No 524/2013, and amending Regulations (EU) 2017/2394 and (EU) 2018/1724 with regard to the discontinuation of the European Online Dispute Resolution Platform

– having regard to the Council position at first reading (14152/1/2024 – C100199/2024),
– having regard to the opinion of the European Economic and Social Committee of 14 February 2024 ,
– having regard to its position at first reading on the Commission proposal to Parliament and the Council (COM(2023)0647),
– having regard to Article 294(7) of the Treaty on the Functioning of the European Union,
– having regard to Rule 68 of its Rules of Procedure,
– having regard to the recommendation for second reading of the Committee on the Internal Market and Consumer Protection (A100000/2024),
1. Approves the Council position at first reading;
2. Notes that the act is adopted in accordance with the Council position;
3. Instructs its President to sign the act with the President of the Council, in accordance with Article 297(1) of the Treaty on the Functioning of the European Union;
4. Instructs its Secretary-General to sign the act, once it has been verified that all the procedures have been duly completed, and, in agreement with the Secretary-General of the Council, to arrange for its publication in the Official Journal of the European Union;
5. Instructs its President to forward its position to the Council, the Commission and the national parliaments.
SHORT JUSTIFICATION
On 17 October 2023, the Commission submitted the proposal for a Regulation repealing Regulation (EU) No 524/2013 and amending Regulations (EU) 2017/2394 and (EU) 2018/1724 with regards to the discontinuation of the European ODR Platform to the Council and the European Parliament. On 13 March 2024, the European Parliament adopted its first reading position, without amending the Commission proposal.
Since the Council’s first reading position adopted on 19 November 2024 does not amend the Commission proposal either and, consequently, is in line with the European Parliament’s position, including also the changes resulting from the legal-linguistic revision, the rapporteur recommends that it be endorsed by the European Parliament without amendments, so that the Regulation can be adopted swiftly and enter into force as soon as possible.
