Stresses that it is important to enable more water harvesting: a network of storage basins must be created to act as small and medium-sized reservoirs (where it is not possible to build large ones) that capture rainwater and slow its rapid discharge into the sea so that it can be distributed rationally for various collective uses. An organised system is needed to collect water during the rainiest periods, so that it can then be made available in problem periods and used when needed, as well as to mitigate the impact of water withdrawals when demand is at its peak, remembering that when fresh water reaches the sea it is lost and can no longer be used for civil and agricultural purposes and most industrial processes;

Adequate levels of organic matter must be maintained in the soil (through fertilisation and conservation tillage) because organic matter is a colloid and retains water in the soil; at the same time, the further concreting-over of soil must be limited and emphasis placed on renovating existing buildings. Indeed, building on new fertile land means that it cannot be used to grow crops and that it is exposed to events such as drought and flooding. This is because the concreting-over of soil and the infrastructure for the provision of services increase the sealed surface area, meaning that in situations of water scarcity the soil is no longer able to retain water, thereby amplifying the effects of drought, while excess water, conversely, causes watertight surfaces to amplify the adverse effects of slip and drag, leading to serious flooding;
