Justification
The term ‘households’ omits used textiles and textile waste generated in hotels, hospitals, restaurants, offices, schools and so on. It is important to amend the proposal from ‘household textiles’ to simply ‘textiles’ because where the textile item has been used and where the waste is generated should not be of any relevance to producer responsibility. This is in line with AM to Article 22a paragraph 1. In addition, fashion apparel and industrial and medical apparel (such as surgical gowns and other personal protective equipment (PPE) should be treated differently due to safety concerns.
