Notes that the results of the implementation of the RYG are uneven and that the challenges identified remain relevant today; calls on the Commission to adopt decisions following the ordinary legislative procedure directed at Member States whose youth unemployment and NEET rates are higher than the EU average;	28. calls on the Commission to actively support Member States in achieving RYG objectives; stresses that any binding measures for Member States must be adopted in accordance with the ordinary legislative procedure laid down in Article 294 TFEU, with the full participation of the European Parliament and the European Council, in keeping with the principle of subsidiarity as laid down in Article 5 TEU; requests that any binding obligations for Member States go hand in hand with the allocation of Union financial resources that are commensurate with the objectives that have been set out; requests that the Commission take the structural, institutional and territorial specificities of each Member State into account when developing any support measures or recommendations;
