Urges the Commission to rapidly propose a harmonised legal framework for cross-border business operations, including digital company formation, insolvency, labour, and tax law to establish, operate, hire across borders and scale more easily across EU-borders; reminds the Commission that for such a framework to be successful, a concerted and ambitious effort has to be undertaken involving all stakeholders, especially start-ups and scale-ups and Member States to raise the awareness and popularity of such “28th Regime”; calls for its swift implementation to provide an attractive, well-functioning and accepted alternative to the current fragmented regulatory landscape; recommends that the 28th regime prioritises digital-by-default solutions, "once-only" reporting, and regulatory sandboxes for innovation, and include specific provisions for SMEs, scale-ups, and small mid-caps;
