The ‘Draghi report’ on the ‘competitiveness of EU businesses’ seeks to reorient the EU’s capitalist economy at a time when the EU’s geopolitical competition is intensifying, with China and the US competing for primacy, with the US, but also with Russia, while the first signs of a new economic crisis are becoming visible. It aims to mobilise accumulated funds that have not been invested through the European Green Deal and the Recovery and Resilience Fund, giving additional incentives to economic groups, worth billions of euro, and even offering up ordinary people’s deposits, pension funds, the fruits of a lifetime of hard work of working-class families. The report is characterised by its support for the EU’s shift to the ‘war economy’, which is already coming into being with the plans ‘ReArm Europe’, ‘EU Preparedness Union’ and ‘ProtectEU’, and signifies the EU’s growing involvement in the imperialist war in Ukraine, against capitalist Russia, in the framework of Euro-Atlantic planning, but also independently, with the ‘plundering’ of Ukraine’s mineral wealth, energy transmission grids, etc. It also concerns the EU’s support to the occupying state of Israel, which is committing genocide against the Palestinian people. In the name of competitiveness, the ‘Draghi report’ promotes wage and pension freezes, dramatic cuts in education, health, welfare, civil protection, and their simultaneous commercialisation in order to subsidise the profitability of groups. In the same vein, it promotes the further dismantling of the rights to trade union organisation and action and to strike, fostering the climate of the ‘threat of war’ and ‘extraordinary circumstances’. According to the ‘Draghi report’, the EUR 800 billion bill for the war economy will be paid for very dearly by the EU’s workers, the poor working classes, in order to safeguard the profitability and interests of large companies, at a time when the ‘working poor’ comprise more than one third of the EU’s population and four out of ten are continuously or periodically unable to meet their standing obligations.
For these reasons, the ‘Draghi report’ and the EU’s anti-grassroots planning – which aims to strengthen economic groups at the expense of the rights and needs of the working people – are rejected.
