Justification
Labelling of chemical products intended for supply to the general public serves as the primary, and often sole, source of hazard communication and safe-use guidance for
consumers who lack specialised training in chemical safety. It is essential that such labels present critical safety information in a manner that ensures immediate legibility and comprehension. Many products available on the EU market have labels written in a font size illegible to a naked eye for a person with average eyesight.

Justification
The amendment is distinguishing between substances and mixtures available in direct business to business operations in course of professional activities, for which it allows flexibility regarding the font size. This is due to availability and use of safety data sheets in B2B, compared to B2C where consumer depend on information on the labelling. In this case clear font size ensures legibility of labels and make sures that authorities can enforce those rules.
