Justification

The Commission’s proposal on End-of-Life Vehicles violates property rights by allowing authorities to classify vehicles as waste without owners’ consent, leading to forced scrapping. It creates excessive administrative burdens, duplicates existing national laws, and grants unclear powers to authorities. The restrictions on repair and restoration are unjustified. While sustainability is important, this proposal is disproportionate and should be rejected.
