Justification

The Commission explains that the extension of the Committee's current mandate aims to ‘enhance the contribution of forests to the achievement of the objectives of the European Green Deal’, including climate, biodiversity and sustainable bio-economy targets, and reflect ‘all the objectives of the New EU Forest Strategy’. I strongly oppose the inclusion of the EU forests in the achievement of the objectives of the European Green Deal and the New Forest Strategy without accompanying comprehensive cumulative impact assessment of all the Green Deal's strategies on individual Member States.

Although the Standing Forestry Committee is de facto an expert group, it should keep its name as a “Committee” and continue working as the Commission’s central coordinating body with Member States.

The legal basis of this Decision covers in particular the Union competence for environmental and agricultural policy, and the relevant regulatory measures are adopted under the respective legal basis.

(3) The experience and expertise of the Standing Forestry Committee and the Working Group on Forest and Nature on issues concerning forests and forestry arising from various Union policies are important for promoting coherence and synergies between the Union and Member States’ policies relevant to forests and forestry. Better synergy is necessary because we can often see Union political goals colliding. For instance, the restrictions on forest management proposed in the Biodiversity Strategy for 2030 are inconsistent with the objectives of supporting the level of employment in impoverished rural areas set out in the Long-Term Vision for Rural Areas; similarly, the objectives of dedicating a specific percentage of production land to exclusively organic production seem incoherent with the efforts to increase the Union's resilience and food security.

Given that the basic act conferring comitology tasks on the Standing Forestry Committee has long expired, the exchange of information still undergoing in the recurrent Committee meetings needs to be formalized under a better coordinated Union governance structure, together with a recognition that wider expertise is needed to be covered, namely on the environmental pillar of sustainability.

	1. The expert group shall meet regularly in order to fulfil the tasks referred to in Article 2.
	2. The expert group shall adopt its own rules of procedure, which shall be made publicly available.
	3. The meetings of the expert group and their minutes shall be made publicly available.
	4. The chair of the expert group shall present its annual working plan to the European Parliament.
