Condemns the exclusion of the Republic of Cyprus, a UN member state, by Türkiye from COP31 preparatory meetings and high-level climate-related events in Antalya; considers such discriminatory practices unacceptable and incompatible with the responsibilities of a country hosting a major UN conference; calls on Türkiye to guarantee the full, equal and unhindered participation of the Republic of Cyprus in all COP31 proceedings and related events, and to refrain from any further attempts to exclude or discriminate against an EU Member State in international multilateral forums dealing with climate issues;

Stresses that the implementation of mitigation and response measures related to global stocktake (GST) outcomes takes place within diverse national and regional contexts, and acknowledges the persistent challenges and barriers to implementing the mitigation-related parts of the GST, particularly for developing countries, including technology gaps, capacity constraints, limited access to resources, financing costs and broader structural challenges; stresses, therefore, the importance of locally adapted implementation and accelerated action to overcome these challenges and barriers, including increased international support, both financial and otherwise, directed in particular to developing countries;	5.
