Paragraph 5

Motion for a resolutionAmendment
5. Calls for the development of a European methodology to identify signs of Islamist entryism, including confusion between religion and politics, institutional doublespeak, financial opacity, the recurrence of certain partnerships, proximity to already identified networks, the production of activist reports, the reconstitution of structures and the instrumentalisation of anti-discrimination frameworks;5. Condemns any discourse that seeks to problematise the ‘entryism’ of any minority group into European politics, as it risks denying to that minority group any legitimate means of political participation in their own society and has a catastrophic history in European politics;

Paragraph 8

Motion for a resolutionAmendment
8. Asks for the European institutions, agencies, advisory bodies and Commission services to strengthen their vigilance before granting institutional recognition, an invitation, a partnership, participation in a consultation or access to events to structures likely to fall within Islamist entryism strategies;8. Recalls that participation in democratic life, including political engagement, community organisation, advocacy activities and dialogue with European and national institutions, constitutes an essential component of democratic societies and cannot, in itself, be considered evidence of undue influence, infiltration or so-called ‘entryism’; stresses that using such concepts as grounds for questioning eligibility for public support risks undermining freedom of association, equal access to democratic participation and the diversity of civil society;

Paragraph 10 a (new)

Motion for a resolutionAmendment
10a. Notes that the report entitled ‘Frères musulmans et islamisme politique en France’ (Muslim Brotherhood and political Islamism in France), published by the French Ministry of the Interior in May 2025, is largely based on the statements of self-proclaimed experts whose work has been repeatedly criticised for a lack of methodological rigour and for advancing unverified narratives ; underlines that several of these individuals were identified in a 2022 investigation by European Investigative Collaborations, following revelations by The New Yorker, as being connected to networks supported by anti-democratic foreign actors and involved in a coordinated campaign aimed at discrediting Muslim civil society organisations across Europe;

Paragraph 10 b (new)

Motion for a resolutionAmendment
10b. Notes that the report entitled ‘Frères musulmans et islamisme politique en France’ (Muslim Brotherhood and political Islamism in France) acknowledges that in France the Muslim Brotherhood movement is largely a marginal and loosely organised movement; notes the disproportionate attention devoted to the Muslim Brotherhood, a movement with a limited presence, a comparatively limited organisational structure and no established strategy for influencing political parties, at the expense of adequate monitoring of transnational movements and of European and transnational networks of influence led by most religions that play a significant role in the dissemination of conservative narratives and religious ideologies in Europe;
