Endorses the assertion by 22 heads of state and government that uncontrolled mass crossings and the instrumentalisation of migration must never create the perception that illegal entry into the European Union can turn into legal stay; warns that such a perception encourages further attempts and undermines confidence in the EU’s common migration policy; recalls, in this regard, that national policies such as mass regularisation cannot be adopted without regard for their impact on other Member States, the Schengen Area and the EU as a whole;
