Recalls that protecting the EU’s external borders is a shared responsibility between the Member States and that any failure to act decisively undermines the integrity of the Schengen Area as a whole; recognises the efforts made by countries targeted by instrumentalised migration, including Finland, Lithuania, Latvia, Estonia, Greece and Poland, and their determination in protecting the EU’s external borders; calls on the Commission and all Member States to step up their efforts, increase funding, including for external border protection infrastructure, enhance Frontex’s capabilities and ensure that all instruments are swiftly deployable in situations of crisis, hybrid threats or instrumentalisation; | 11. Criticises the decision of Italy to immediately introduce internal border controls with Spain as of 1 August 2026 on the basis of the events in Ceuta, despite the fact that those arriving irregularly could not and did not travel onwards to Spain or another Schengen state; considers such a decision as neither necessary nor proportionate, and, together with similar decisions adopted by other Member States, including Germany, to prolong border controls, detrimental to the preservation of an area of free movement without internal border controls; notes, with regret, that the internal border controls were prolonged until 16 September 2026; |

Stresses the urgent need to ensure the swift and effective return of all those who have no right to remain in the EU, including unaccompanied minors, in full compliance with EU and international law; urges Spain and Morocco to accelerate their cooperation on returns and readmission of all irregular migrants who arrived during the mass illegal crossing of 29-31 July 2026; | 13. Calls for the respect of individual procedures with all the guarantees enshrined in Spanish, EU and international law, for both international protection and return procedures, while respecting the time limits set in Spanish and EU law; recalls that collective expulsions constitute a violation of EU and international law; recalls the need to guarantee access to international protection; strongly rejects any collective, automatic or indiscriminate return of unaccompanied children or other vulnerable people; stresses that any decision concerning the return or family reunification of unaccompanied minors must be taken individually, after hearing the child and assessing their family environment and safety and protection needs, with full respect for the principle of non-refoulement and all applicable safeguards; |

Strongly condemns public statements made by Commission representatives requesting the return of all persons who have irregularly entered Ceuta, including unaccompanied children and other vulnerable profiles including women and girls, victims of violence or abuse, victims of trafficking, applicants for international protection and families with minors, and the Commission’s insistence on preventing their transfer to mainland Spain; stresses that the Commission should not interfere with decisions concerning the internal organisation of national reception and child protection systems, including the allocation and reallocation of children within the territory of a Member State, as these fall within the responsibility of the competent national and regional authorities in accordance with EU law; underlines that such decisions must be based exclusively on reception capacity, individual protection needs and, above all, the best interests of the child; |

Calls on the Moroccan authorities to fulfil their responsibilities as a key partner of the European Union and honour their commitments on border management, return and migration cooperation; stresses that such partnership must be grounded in unconditional respect for the territorial integrity of EU Member States, as a fundamental principle of international law and a non-negotiable condition; considers any statement calling Spanish sovereignty into question to be unacceptable and incompatible with the obligations of a partner country; | 14. Considers that the events in Ceuta demonstrate the failure of a migration model that is reliant on the externalisation of border management; stresses that the response to the so-called instrumentalisation of migration cannot consist of further externalisation, the restriction of access to international protection or the weakening of fundamental rights; calls instead for a rights-based EU migration policy grounded in solidarity, strong public reception and protection capacities and the activation and expansion of safe and legal pathways to the EU; |
