European Parliament resolution on Political prisoners in Cuba, in particular the case of Félix Navarro and his daughter Saylí Navarro

The European Parliament,

having regard to its previous resolutions on Cuba, in particular 18 June 2026 on the political repression and humanitarian situation in Cuba, and 19 September 2024 on the case of José Daniel Ferrer García in Cuba

having regard to Rule 150(5) and 136(4) of its Rules of Procedure,

whereas more than five years after the July 2021 protests, the Cuban regime intensified its campaign of repression through arbitrary detention, torture, surveillance, harassment and persecution of activists, independent journalists, religious leaders and their families;

whereas Félix Navarro, 72, a historic dissident, human rights defender and founder of the Pedro Luis Boitel Party for Democracy, was among the prisoners of the 2003 Black Spring; whereas he is now serving a nine-year sentence stemming from the July 2021 protests; whereas his daughter Saylí Navarro, member of the Sakharov laureate Damas de Blanco, is serving an eight-year sentence on related charges; whereas Félix Navarro, suffering from diabetes and chronic respiratory illnesses aggravated years of imprisonment and ill-treatment, was severely beaten by prison guards in April 2026 and placed in isolation; whereas both have refused exile presented as a condition for their release;

whereas Luis Manuel Otero Alcántara, was released on 18 July 2026 on condition that he leave Cuba permanently; whereas Maykel Castillo, "Osorbo," remains imprisoned despite accepting an exile-or-continued-detention ultimatum never honoured;

whereas civil society organisations documented 304 repressive actions in August 2026, and recorded a historic high of 1,339 political prisoners, including 155 women and 38 minors; whereas 463 political prisoners suffer serious physical illnesses and 54 severe mental disorders, being denied adequate medical care;

whereas the regime systematically resorts to forced exile and the threat of permanent family separation for repression, conditioning the release on acceptance of expulsion from the country;

Condemns in the strongest terms the intensifying repression against political prisoners and their families in Cuba;

Demands the immediate and unconditional release of Félix Navarro, Saylí Navarro, and all political prisoners, and end all arbitrary detentions and ill-treatment in Cuba;

Expresses grave concern for the deteriorating health of Félix Navarro, and calls on the regime to guarantee him and all others immediate, adequate and independent medical care;

Condemns forced malnutrition and forced prison labour, including charcoal and Habanos cigar production; urges the Cuban authorities to end these abuses immediately;

Condemns forced exile as a tool of political coercion, and calls on the regime to guarantee every prisoner of conscience the right to remain in, and return to, their own country without preconditions;

Reiterates its call to activate the human rights clause of the PDCA and immediate suspend the agreement in the absence of concrete, verifiable steps by the regime towards multiparty democracy and the release of all political prisoners;

Reiterates its demand for targeted sanctions against those responsible for the repression in Cuba, starting with Miguel Díaz-Canel;

Instructs its President to forward this resolution to the VP/HR, the Council, the Commission, and the Cuban regime.
