Calls for this ambition to be matched with concrete political and financial commitments to uphold global health as a universal right and global public good; reiterates its call for continued EU support, including through Global Gateway, for strengthening global preparedness against health threats by investing in prevention, preparedness and response capacities in partner countries, as a valuable lesson learned from the COVID-19 pandemic;	3. Rejects any increase in EU funding for global health; calls for EU support, including through Global Gateway, to be limited to cost-effective and demonstrably necessary measures within existing financial commitments, with priority given to prevention and preparedness in partner countries;

17. Calls for the EU and its Member States to address the widening gender disparities in health outcomes and healthcare funding, especially in maternal and child health, as well as the funding gap affecting women’s health, and to support women and girls in partner countries by promoting their right to health and equal access to quality healthcare, maternal and child health services, preventive care and protection from gender-based violence and by addressing women’s and girls’ need for universal access to sexual and reproductive health services, which are essential for sustainable development, while respecting partner countries’ competencies and national contexts and remaining consistent with international human rights commitments; recognises the important role that women’s rights organisations and community-led and community-based organisations play in this regard;	17. Calls for the EU and its Member States to address health disparities, with particular emphasis on the protection of mothers and children, maternal healthcare, prenatal and postnatal care, and the prevention of maternal mortality and sex-based violence; stresses that EU funding must not be used to finance or promote abortion, while respecting partner countries’ competencies and national contexts and remaining consistent with international human rights commitments;

24. Calls on the Commission and the Member States, in line with the objectives of the GHRI, to boost investment in health, education and skills, in particular by strengthening the training, recruitment, retention and fair remuneration of health workers in partner countries and through measures to mitigate the negative effects of international health workforce migration, such as brain drain, as well as research to generate local jobs, support local business development and strengthen resilient health systems;	24. Calls on the Commission and the Member States, in line with the objectives of the GHRI, to strengthen measures to prevent brain drain and restrict the active recruitment of health workers from partner countries facing critical shortages, and to ensure that EU development and migration policies support the retention of qualified health workers in their countries of origin;

34. Reaffirms its strong support for effective multilateralism, with the WHO at its centre, to close the current gaps in global health resilience; underlines that the EU should continue to act as a reliable, long-term partner in addressing global health challenges; calls for the EU to increase its political and financial support to multilateral organisations such as the WHO, Gavi (the Vaccine Alliance), the Global Fund and CEPI; stresses that international organisations should be subject to robust transparency, effectiveness and accountability standards;	34. Reaffirms its strong support for effective international cooperation; stresses that health policy remains a national competence and rejects any transfer of decision-making powers to the WHO or other international organisations; opposes any increase in EU financial support to the WHO;
