European Parliament resolution on the Threat of War Crimes, the escalating violations of international humanitarian Law and the human rights situation in El-Obeid, Sudan

having regard to its previous resolutions on Sudan,

– having regard to Rules 150 of its Rules of Procedure,

whereas in the ongoing conflict between the Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF) since 2023, more than 13 million people have been displaced; whereas the RSF have recently amassed large concentration of forces around El-Obeid, signalling an imminent large-scale assault on the city;

whereas in June drone strikes destroyed the city's power and fuel access, cut water supplies to thousands of homes, and halted hospital operations;

whereas in June the United Nations (UN) High Commissioner for Human Rights, the UN Security Council (UNSC), and a coalition of 29 states all warned of an imminent risk of large-scale atrocities; whereas every precursor to the October 2025 El-Fasher atrocities is now present at El-Obeid;

whereas the UN's Independent Fact-Finding Mission points to risk of further war crimes and genocidal violence, including sexual violence as a weapon of war; whereas the UNOHCHR has exposed the brutality and magnitude of conflict-related sexual violence in Sudan predominantly by the RSF;

whereas this conflict is fuelled and sustained by external powers, in particular the United Arab Emirates (UAE), through financing, weapons and military aid; whereas the UNSC has urged all states to refrain from such interference;

Condemns in the strongest terms the brutal violence ongoing in Sudan, particularly the recent RSF advance on EL Obeid, and insists the international community must prevent a repetition of the El-Fasher massacre;

Insists Member States use all political, diplomatic and economic leverage to push for a ceasefire, enforce a lifting of the siege on El Obeid and to support the deployment of a dedicated mission to protect civilians in Sudan;

Urges Member States to strengthen support for Sudanese Human Rights Defenders, including in exile and through humanitarian corridors and secure rapid, unhindered crossline and cross-border humanitarian access;

Urges the EEAS and the Council to use without delay all available tools, in particular sanctions, to respond to violations by warring parties as well as states and entities enabling RSF abuses despite due warnings;

Urges the EEAS and the Council to publicly condemn and take the appropriate action towards states, including the UAE, violating the existing arms embargo on Darfur, and work with the UNSC to expand the embargo to all of Sudan and ensure its enforcement;

Supports AU, IGAD and regional efforts for a Sudanese-owned peace process with civil society at its core; insist Sudan's future be civilian-led, not led by armed groups or external proxies;

Demands that all perpetrators are held accountable; urges the Commission and Member States to support the ICC prosecutor’s investigation into crimes and atrocities in Darfur politically and financially, and to support the mandate of the UN Fact Finding Mission on Sudan;

Instructs its President to forward this resolution to the Commission, the Member States, the authorities of Sudan, the UAE, the African Union, and the UN.
