European Parliament resolution on the Threat of War Crimes, the escalating violations of international humanitarian Law and the human Rights Situation in El-Obeid, Sudan

having regard to Rule 150(5) of its Rules of Procedure,

whereas the conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) and allied militias has continued since April 2023, causing one of the world's worst humanitarian crises, with mass displacement, widespread food insecurity and war crimes including sexual violence, and genocide;

whereas El-Obeid has become the latest epicentre of the conflict, with an imminent RSF offensive, repeated drone strikes and attacks on civilian infrastructure, replicating the pattern of encirclement, civilian targeting that preceded the atrocities in El Fasher; whereas the UNHCHR has warned of an imminent risk of mass atrocities;

whereas external support to SAF and RSF from the United Arab Emirates, Egypt, Saudi Arabia, Qatar, Türkiye and Iran and failures to enforce arms embargoes have fuelled the conflict and enabled serious violations of international humanitarian law;

Strongly condemns attacks against civilians and civilian infrastructure in El-Obeid and throughout Sudan, and calls for an immediate nationwide ceasefire, the protection of civilians and unrestricted humanitarian access;

Strongly supports the African Union and regional partners´ efforts to facilitate a Sudanese-owned peace process with civil society at its core; insists that Sudan’s future must be led by civilians;

Calls for independent international investigations into all alleged violations of international law committed by all parties, including the role of external actors, and demands full accountability;

Supports the application of the principle of universal jurisdiction to enable the prosecution of crimes in the courts of EU Member States, while calling on the EU to support the ICC’s investigation in Darfur, ensure full cooperation with the Court, and extend its mandate to the whole country;

Condemns the role of external actors in fuelling the conflict; in particular denounces networks based in or operating through the UAE have facilitated weapons, dual-use items, financing, logistics and conflict-gold laundering for the RSF;

Urges the Council and the EEAS to address RSF financing and procurement linked to the UAE and to propose restrictive measures against entities and individuals enabling RSF abuses; calls for strengthened due diligence and traceability requirements for Sudanese gold and raw materials entering the EU;

Calls for all countries to institute and enforce a UN arms embargo across all of Sudan; calls to ensure that all countries and entities violating directly or indirectly the Darfur arms embargo are held accountable;

Rejects unlawful deportations of Sudanese people by the Egyptian authorities, including where EU-funded security forces are involved; calls on neighbouring states to uphold non-refoulement and protect Sudanese people seeking refuge and urges EU Member States to refrain from returns and provide safe and regular pathways;

Deplores the inadequate international response to Sudan's crisis and calls on the EU and its Member States to increase humanitarian assistance, cancel Sudan´s external debt, respect Sudanese sovereignty and prioritise civilian protection over geopolitical interests;

Instructs its President to forward this resolution to the EU institutions, Member States, and the Sudanese authorities.
