On repression and execution of protesters, dissidents, political prisoners and religious minorities in Iran

European Parliament resolution on repression and execution of protesters, dissidents, political prisoners and religious minorities in Iran

The European Parliament,

– having regard to its previous resolutions on Iran,

− having regard to Rule 150(5) of its Rules of Procedure

whereas Iran’s recent nationwide uprising was met with state violence of unprecedented scale; whereas HRANA press agency documented 7000 deaths including 236 minors; whereas health officials cited death tolls potentially reaching 30.000;

whereas in March 2026 authorities began carrying out executions of January 2026 protesters following grossly unfair trials; whereas since 19 March 2026, at least 26 political executions have been carried out, with hundreds of political prisoners facing imminent death sentences;

whereas at least 48 women were executed in Iran in 2025, the highest number in more than 20 years;

whereas members of religious and ethnic communities, such as Bahá’ís, Kurds, Balouchis, Ahwazi Arabs, Afghan nationals, Christians, Sunni Muslims, Zoroastrians have faced arbitrary arrests, mistreatment, denial of fair legal procedures and imprisonment;

Reiterates its strong and unequivocal condemnation of the mass killing of protesters in January 2026, the execution of political prisoners in its aftermath and the systematic use of capital punishment as an instrument of political terror by the regime;

Demands the immediate halt to all executions of protesters, dissidents and individuals convicted on politically motivated charges; calls on the Iranian authorities to establish a moratorium on all executions;

Deplores the execution of minors, which constitutes an absolute violation of the Convention on the Rights of the Child; calls on Iran to immediately release all minors detained for participating in or witnessing protests;

Demands accountability for sexual violence committed in detention during and after the January 2026 crackdown; calls for independent international investigations with unrestricted access to all detention sites and mortuaries;

Calls for targeted accountability for all judges, prosecutors and intelligence officials directly responsible for the sentencing and execution of protesters since March 2026;

Urges the Council and HRVP to expand the scope of EU sanctions by targeting all officials responsible for the January 2026 massacres and the subsequent execution wave;

Condemns the internet blackout imposed on the Iranian population since January 2026; calls on the Commission and Member States to develop and fund technical tools enabling Iranian citizens to access free internet;

Calls on Member States to immediately open asylum pathways for Iranians facing persecution, and to categorically refrain from any forced return of Iranian nationals where they face execution and torture;

Reaffirms its in solidarity with the women, young people, workers, students, regional and religious communities, and all those across Iran who continue to resist repression at the cost of their lives and freedom; honours the memory of the thousands killed;

Strongly condemns the IRGC drone and missile attacks on the civilian camps of Iranian Kurdish political refugees in the Kurdistan region of Iraq;

Instructs its President to forward this resolution to the Council, the Commission, the HRVP, the Member States, the UN and the Iranian authorities.
