European Parliament resolution on Repression and execution of protesters, dissidents, political prisoners and religious minorities in Iran

The European Parliament,
– having regard to its previous resolutions on the Islamic Republic of Iran,
– having regard to Rules 150(5) of its Rules of Procedure,
whereas the Iranian people face the largest mass killing of protesters in the country’s history following the 2025-2026 uprising, with executions, mass arrests and daily terror;
whereas the UN Fact Finding Mission in Iran warned that the repression may amount to crimes against humanity;
whereas in March, authorities began executing the January protesters following sham prosecutions, based on confessions obtained under torture, sexual violence, and mock executions;
whereas the outbreak of the Israeli-US Iran war in February 2026 provided the regime with a cover to accelerate executions without international scrutiny;
whereas the regime disproportionately targets ethnic and religious minorities, including Kurds, Baluchis, Ahwazi, Christians, Afghans, Azeris, and Baha'is; whereas the regime intensified campaign against women’s rights activists, journalists, and human rights defenders;
Expresses its solidarity with the Iranian people and their struggle for freedom, democracy, and human rights;
Strongly condemns the accelerating use of the death penalty to deter political mobilisation through a climate of fear and demands its full abolition;
Deplores the secret execution of dissidents in March and April; pays tribute to the remarkable bravery and steadfastness of those executed;
Demands immediate and unconditional release of all political prisoners;
Calls on the Council to significantly expand targeted sanctions against Iranian officials responsible for the repression, including members of the judiciary, prison administration, the IRGC and entities acting on behalf of the Office of the Supreme Leader;
Calls on the Council to introduce sanctions on assets held within the EU by family members of IRGC officials and for their expulsion from the EU;
Urges Member States to close Iranian diplomatic missions associated with transnational repression;
Calls on the Commission and Member States to close sanctions enforcement gaps;
Calls on Member States to ensure the UN Fact Finding Mission in Iran receives adequate resources and to share information with it; stresses that evidence must be preserved to enable accountability proceedings;
Calls on the EU and Member States to lead efforts at the UN to establish a tribunal for Iran, to pursue international accountability and universal jurisdiction in European courts;
Demands restoration of internet access in Iran and calls for EU support to provide circumvention tools and secure communications to Iranian civil society;
Calls on Member States to give due consideration to the vulnerability of persecuted minorities from Iran when processing individual cases under national legal frameworks;
Calls on the VP/HR, the Council and Member States to stress in communications with the parties to the US/Israel-Iran war that permanent settlement must include human rights conditions, the release of all political prisoners and an end to executions;
Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, the governments and parliaments of the Member States, and the authorities of the Islamic Republic of Iran.
